Bill seeks to block gender neutral language on fed documents

A Congressman from Virginia introduced a bill last week that seeks to require all government documents describing parents to identify the parents as either “mother” or “father,” when describing parents.

The bill, HR 635, was introduced February 10 and referred to the House Committee on Oversight and Government. It has no co-sponsors. The text of the bill, made available Tuesday, states that it would require the government “shall use the words `mother’ and `father’ when describing parents, and not the words `parent 1′ or `parent 2′ (or other similar words), in all official documents issued by the agency, contractor, or enterprise.” It was introduced by U.S. Rep. Randy Forbes (R-Va.), whose website says the “Parental Title Protection Act” is intended to “to preserve the integrity and uniqueness of the relationships between mothers, fathers, and their children.”

The website press release suggests Forbes was motivated to introduce the bill after learning that the U.S. State Department would soon make it possible for same-sex couples for their children by filling out applications by identifying themselves as “mother/father/parent,” instead of just “mother” or “father.”

Forbes suggests such applications threaten “the sacred relationship mothers and fathers share with their children” and take the nation a step closer to accepting the reality that same-sex couples with children exist.

“Referring to parents as ‘Parent 1’ or ‘Parent 2’ on official government documentation is a bureaucratic attempt to redefine traditional parent roles,” said Forbes, in the February 11 press release. “These subtle, but nonetheless significant, changes undermine the traditional American family relationships that have served as the bedrock of our nation since its inception.”

This is not Forbes’ first effort to undermine equal rights for LGBT people. In 2009, he introduced a resolution seeking to remove the hate crimes language from the defense authorization bill, saying—among other things—that it would punish only straight people for hate crimes against gays, not gays for hate crimes against straights. His resolution failed.

Forbes heads up a House “Prayer Caucus,” and delivered a prayer last week at the National Prayer Breakfast in Washington, D.C.
